The Nanotechnology Council is pleased to announce the winner of the special election for VP Publications was Yonhua (Tommy) Tzeng.

Tzeng is a Fellow of the IEEE and Professor and Dean of the College of Electrical Engineering and Computer Science and University Chair Professor of Institute of Microelectronics at National Cheng Kung University, the second largest major research-intensive comprehensive university with 22,000 students in Tainan, Taiwan.

Dr. Tzeng’s IEEE activities include serving the IEEE Nanotechnology Council (NTC) as VP for Technical Activities (2005-2007), VP for Publications (2008-2009), and General Chair of 2014 IEEE NMDC in Tainan, Taiwan; Chair of Technical Committee on Nanotechnology for IEEE Industrial Electronics Society, and Chair of the ExCom for the International New Diamond and Nano Carbon Conference. With the election of VP Publications Wen Li as 2015 President-elect of the IEEE Nanotechnology Council, the Council needs to elect a VP Publications for 2015. The person elected is eligible to stand for election for a full two year term at the NTC Annual Meeting in July.

We have two candidates: Yonhua (Tommy) Tzeng and Sorin Cotofana.

The election is being done using the IEEE vTools.voting system by the voting Adcom members. Due to character count limitations, we have only uploaded their biographies, IEEE activities and position statements into the system. Per the NTC Constitution, if the office of a Vice-President becomes vacant during their term, “the voting members of the Council AdCom shall elect a new officer promptly”.

As a result of a vacancy after the Annual Meeting elections, the IEEE Nanotechnology Council (NTC) is seeking nominations for Vice-President for Publications to fill the remaining year (2015) of the term of office.

This position will start effective 1-January-2015. Note that the regular election cycle for VP Publications will be at the 2015 NTC Annual Meeting in August for the term from 2016-17.

Nominations should include a statement from the candidate and a bio in IEEE format. The deadline for nomination is October 15, 2014. The nomination form is attached, or can be downloaded from https://ieeenano.org/wp-content/uploads/2012/08/NTC-Positions-and-Nomination-Form-v3.doc.  Fill out and return page 5 with supporting information.

The Vice-President for Publications chairs the Publications Committee, which provides direction for the publications activities of the Council. The VP Publications considers, with the participation of the Publications Committee, the publication needs of the Council and proposes to the NTC AdCom the creation, cancellation, expansion, or contraction of Council publications.  The Editors-in-chief of each NTC publication shall apprise the VP Publications of policy matters such as the designation and development of special issues, recommendation for a change in the number of published pages, and the appointment of Associate Editors. The Publications and Nominations and Appointments Committees advise the NTC President in the appointment of the Editor‑in‑chiefs, with the consent of the AdCom.

Candidates are nominated from current AdCom members or from those past members who have served as Member Society-appointed or ex-officio AdCom members within the previous three years.

Note: Nominations may be made only by voting AdCom members (one per Society, as designated by the Society).

Note: An individual may not serve concurrently as both a Council officer and a Council Member Society representative.

The election will be held by online ballot of the voting members of the Council AdCom per NTC Constitution article C7.5:

C7.5    Business Conducted by Telecommunication
Business of the Council may be transacted by correspondence, or other telecommunication means when in the opinion of the President matters requiring action can be adequately handled in that manner.  All voting members of the Council should be informed of such interim actions, and a majority of the Council must be reached for ratification of the actions, if balloting is necessary, unless otherwise provided by the Constitution or Bylaws.

Toronto, Canada (18 August 2014) – The IEEE Nanotechnology Council (NTC) elected new officers at its Annual Meeting held August 18 in Torontoin conjunction with its 2014 International Conference on Nanotechnology.

Representatives of the twenty-one IEEE Societies who are Council members gather annually to conduct Council business and elect officers. This year three positions were up for election: President-elect 2015 (President 2016-17); Vice-President for Conferences 2015-16; and Vice-President for Finance 2015-16.

Prof. Wen J. Li, Professor in the Dept. of Mechanical and Biomedical Engineering of the City University of Hong Kong (CityU), was elected NTC President-elect. Parviz Famouri, Professor and Associate Chair for Research and Graduate Studies in the Lane Department of Computer Science & Electrical Engineering, West Virginia University (WVU) was elected Vice-President for Conferences , and James Morris, Professor in Electrical and Computer Engineering at Portland State University (Portland, Oregon) was elected Vice-president for Finances. All positions are effective as of 1-January 2015.

President-elect

Wen J. Li is Chair Professor of the Dept. of Mechanical and Biomedical Engineering of the City University of Hong Kong (CityU). Prior to joining CityU in November 2011, he founded and led the Centre for Micro and Nano Systems at The Chinese University of Hong Kong, where he started his academic career in September 1997. He was educated at the University of Southern California (BSAE 87’; MSAE 89’) and the University of California, Los Angeles (PhD 97’, in Aerospace Engineering). His industrial experience includes The Aerospace Corporation (El Segundo, CA), the NASA Jet Propulsion Laboratory (Pasadena, CA), and Silicon Microstructures Inc. (Fremont, CA). He currently serves as NTC’s VP for Publications, and has served as the Editor-in-Chief of the IEEE Nanotechnology Magazine from 2007 to 2013. He was elected IEEE Fellow in 2010 for his contributions in low-power integrated carbon nanotube sensors, and was also elected as an ASME Fellow in 2011 for his contributions in micro power generators. His research interests include nanoscale fabrication, sensing and manipulation.

VP Conferences

Parviz Famouri is Professor and Associate Chair for Research and Graduate Studies in the Lane Department of Computer Science & Electrical Engineering, West Virginia University (WVU). He was an Engineering Scientist at Emerson Motor Company (St. Louis) in 1994. He was also an executive member of the task force on University Strategic Planning and Assessment (the 2010 Plan: Building the Foundation for Academic Excellence). He was the Chair of WVU Senate 2006-2007 and was instrumental in merging the Computer Science and Electrical & Computer Engineering departments within WVU.

He received the B.S. degree in Applied Mathematics from Kentucky State University, 1981, and the B.S., M.S., and Ph.D. in Electrical Engineering from University of Kentucky in 1982, 1986, 1990, respectively. His research interests include electromechanical systems and bio-nano molecular motors with over 200 publications. In particular my research expertise is on myosin II molecular motor protein for nano-scale transport applications such as self-assembly, protein sorting, and drug delivery.

VP Finance

Jim Morris has being doing nanotechnology since before the term was invented. His M.Sc. research at the University of Auckland dealt with tunnel diode circuits and modeling, and his Ph.D. dissertation at the University of Saskatchewan with nanoparticle thin films. Since then, he has branched out into sensors and embedded systems for automotive engine control at Victoria University of Wellington and South Dakota School of Mines & Technology, and developed a long term interest in electronics packaging at SUNY-Binghamton, especially in electrically conductive adhesives. He is currently a Professor at Portland State University, where these interests have merged in nanopackaging. He has (co-)edited or co-authored seven books on electronics packaging and nanotechnology, (two having been translated into Chinese.) Jim has held visiting positions at several international universities, including at the Helsinki University of Technology (2009) as a Nokia-Fulbright Fellow.

Representatives of the twenty-one IEEE Societies who are Council members gather annually to conduct Council business and elect officers. This year two positions were up for election: Vice-President for Publications 2014-15, and Vice-President for Technical Activities 2014-15.

Guangyong Li is an Associate Professor in the Dept. of Electrical and Computer Engineering of University of Pittsburgh (Pitt). He received the B.S. degree in mechanical engineering from Nanjing University of Aeronautics and Astronautics, Nanjing, in 1992, the M.S. degree in control theory and application from Beijing Institute of Control Engineering, China Academy of Space Technology, Beijing, in 1999, and the Ph.D. degree in electrical engineering from Michigan State University, East Lansing, in 2006. His industrial experience includes working for Beijing Institute of Space Mechanical and Electrical Engineering, China Academy of Space Technology, Beijing (1992-1996) and Beijing Hollysys Corporation, Beijing (1999). He received the 2006 IEEE Transactions on Automation Science and Engineering Best Paper Award. He has participated in activities organized by IEEE Nanotechnology Council (NTC) since 2002, serving as a registration chair for conferences sponsored by NTC such as IEEE Nanotechnology Materials and Devices Conference (2009 and 2010) and IEEE International Conference on Nano/Molecular Medicine and Engineering (2013), and as a representative from IEEE NTC on the steering committee of IEEE Journal of Photovoltaics (2011-2014). His current research interests include nanostructured thin film solar cells; scanning probe microcopy; micro/nanorobotic systems; nanodevices and biosensors; control theory and applications; real-time system design and integration.
